Wg poniższej informacji w Grecji ma zostać ograniczona możliwość wymiany załóg.
Jakikolwiek czater lub inny odpłatny przewóz osób z portu Grecji będzie dozwolony tylko dla greckich i europejskich (EU) firm czarterowych.
Kary za naruszenie tego przepisu (więzienie i grzywna) mają skutecznie odstraszać od łamania tych przepisów.
Czy i w jakiej postaci przepis wejdzie w życie nie widomo, ale przykład Chorwacji i Włoch pokazuje, że w czasach kryzysu każdy pomysł jest dobry.
Podobno przepis jest nakierowany przeciw Turkom oferującym nieoficjalne rejsy guletami po Egejskim.

Further to the General Assembly of the EPEST this Sunday February 5th, with the presence of Greek Minister Antonis GEORGIADIS, we have now more information about the new law to be voted in the next weeks and applied for 2012 season.
This law will reinforce the difference between pleasure and professional touristic yachts in Greece, with strict conditions for professional Greek yachts, but also will have heavy consequences for foreign yachts sailing in Greece, and even for agencies advertising sailing in Greece with not allowed yachts.
The main is that now, no any yacht (except Greek and European Professional yachts), will be allowed to begin any charter in Greece or take any passenger from Greek harbor. This is also in force for Turkish yachts, and the violation shall be punished with imprisonment of at least two (2) years and payment of fifteen thousand (15.000) Euro up to one hundred twenty thousand (120.000) Euro.
Furthermore, the fact to simply advertise in any country in any way such non legal charters, will be punished with imprisonment of at least one year and payment of 7500 Euro up to 60 000 Euro.
As owners of professional touristic yachts in Greece, this law requires us to many conditions, but most of them are already in force. That's why competition with non European yachts or non professional yachts was really unfair. Now, as the minister seems to want to apply very strongly this law, with controls of the ports authorities, we hope to have in the future mainly only regular competition.

Cabin and private charters in the Greek islands
Article 11:
Subject to the provision of paragraph 1 b'of Article 3 hereof, recreational vessels under foreign flags can not start from Greek ports or receive passengers from Greek ports for enforcement or leisure travel and tour by paying fare between ports and coasts of the Greek territory.
Article 3:
The right to run travel mentioned in a) extends to vessels under foreign flag country of the European Union (EU) since these ships meet the requirements for carrying out cabotage in the Member's flag and designated professional under the provisions of Article 2 hereof.
Article 10:
(a) Is forbidden to execute leisure travel and tour fare paid by a private yacht.
(b) Is forbidden to advertise in any country in any way, leisure travel and tour fare paid, by a private recreational vessel with Greek or foreign flag.
Article 18/3:
(a) violation of paragraph 1 a10 and Article 1 of Article 11 shall be punished with imprisonment of at least two (2) years. Also, offenders of the same provisions imposed by YP.A.A.N., upon the recommendation of the Head of the relevant port authority, a fine of fifteen thousand (15.000) Euro up to one hundred twenty thousand (120.000) Euro,

Nie znalazłem całości tego dokumentu.
Prawdopobnie wspomniane w art.11 odniesienie do paragrafu 1 dotyczy wyłączenia z regulacji profesjonalnych jachtów greckich i europejskich (except Greek and European Professional yachts). Przez profesjonalne oznacza prawdopodobnie jachty należące do zarejestrowanych i oficjalnie działających firm czarterowych.
Oczywiście przepis dotyczy wszystkich jachtów niezależnie od bandery, a jakie będzie miał praktyczne skutki dla właścicieli prywatnych jachtów okaże się gdy opublikują ostateczą wersję ustawy i przepisów wykonawczych.
Jednak biorąc pod uwagę sankcje (co najmniej 15 tyś euro!) trudno sobie wyobrazić by ktoś chciał ryzykować. Nie wspominając o ewentualnym rocznym pobycie w ichniejszym zakładzie penitencjarnym - nawet gdyby był położony na najpiękniejszej z wysp
